There very well may be a RP reason to attack people. The attacker may be RP'ing a sociopath or psychopath. Why would we want to mechanically punish players for killing NPCs? If it is IC for their character and they are willing to pay the price (ie - NPCs are treated like people), I'm not clear on the issue with it.

No experience with this one myself, but the rationale above makes perfect sense to me. Re-casting a buff should restart the timer regardless of how much time is left on the original timer, similar to how debuffs work (if my memory holds).
