Have to agree on this one.

Though the silver cost can regulate that in theory, it is so low that it takes too much time and the state of vendors shows it.

I figure it was part of the changes going from Act 5 to Act 6 and the intention is for 3/4. I wasn't there, but heard hybrid warriors were a big thing in Act 5, so that could've impacted things.

Maybe this can be reviewed as part of the final tweaks to magic review or new moriums.

Normal does take 4. Which means only a MW with proc on Augment could have it?
