Subterfuge Perk - Black Market

Just an idle thought which I felt might be cool. What if there was a perk that granted players access to an anonymous vendor for selling and buying illicit goods? Abstracted to represent said character putting out feelers and making contact with the seedier elements of society?

It'd be a shop you could interact with from certain areas of the map ((Just to prevent thieves from teleporting contraband off their person as soon as it was stolen/searched for)) with no information on who's selling or buying what. Just items and their prices.

Could be neat, and encourage heretics to intersect more with the common criminal
