Rage Gaining Issue

When i started out, I gained .2 rage from 0 points. After looking at the skill and thinking it sounded interesting for the character, I put 10 points into it in order to gain enough to unlock the first ability. After buying the ability and investing the points, I have no gained any Rage since then. I use [rage on any mob I cannot one shot, and I also use [IntimidatingStrike frequently and do not warrant any gains.
