Confusion Blast To work on PCs

These bad boys are listed as dropping aggro, and they seem to work as intended with NPCs. However, after throwing a bunch of these at Gryhun (for science!) - they don't appear to have any affect on PCs.

My suggestion is have confusion blast on PC's be treated like "Cheap Shot" where you have a quick, non-damaging blind effect to disorient your target. Standard super short, perhaps "greater" confusion blast last a bit longer.

It shouldn't overlap mechanically with Flash grenades, as they blind everyone with the affected area an last a lot longer.
