Eldra Illin Issues

Issue 1
The Eldra Illin NPC seems incorrectly setup;
It is wielding a glaive of some sorts, but seems to miss all of its attacks on me.
(I have 40% Two-Handed Tactics)
Sometimes it will go and hit 3 attacks in a row, but mostly it misses a lot. I suspect it has no Two-Handed Tactics Skills.

Issue 2
When killing Eldra Illin NPC, the majority of its equipments are set to Unlootable, however the reinforced cloak and the chestpiece are lootable. I have observed this on at least two killed NPCs.
