Throwing Weapon Repairs Not Working

I've had a few people try to repair engineering-made throwing weapons and they just fail over and over. Either the difficulty is uber-high, or they're not repairable. I'd love clarification if it isn't a bug.

I had this answered. It scales in difficult for repairs based upon how broken it is, which means at a certain point you'd need 100+ engineering to repair it. I was just waiting too long to get them repaired.
