I would like to talk about off hand tactics.
For now it seams extremely powerful compering it to 2h weapons.
- 2h weapons have lower low damage range then 1h making its damage more random
- 2x1h weapons deals more damage because of perks, have access to more skills.
- 2x1h deals damage more frequently that is bonus in itself but what is more - Crits. if the crit chance is the same as 2h(it is not because of perks) you still deal 2x more crits = more effects that are powerful as f*
- generate more rage then 2h
- additional weapon with additional augumentation slots
compering it to 100% skillcap skill is so much powerful

I see no reason to decrease off hand survivability (decrease the parry chance) as long as it is not because higher damage.
If its only because 2 handed weapons are better with parring by idea i would give off hand bonus to dodge chance (with perks) to mitigate the mechanical drawback.

I second this. Spending 75 Animus and 100% skill-cap just to end up with a low parry chance does not justify the costs. I would actually argue that chance to parry while dual-wielding should be the highest of them all. After all RL small second-handed weapons were used specifically to parry and deal damage. It's actually easier, IRL, to parry with an off-hand weapon than with a two-handed weapon due to the swing momentum.
