Bridge IC posts to Discord; react roles for #trade

So, a couple QoL suggestions.

1. Whenever something is posted on an IC board on the forums, Town Crier could push a notification to a channel in Discord, akin to how the bot pushes dev posts onto announcements. This will increase the reach of posts a lot, as not everyone checks the forums constantly, and the newest posts show everything.

2. Reaction roles for the #trade channel. A bot can be set up to assign roles to users based on reactions to a message of theirs. Using this, you could implement roles such as "Doctor", "Engineer", "Carpenter", etc. Those who do not mind being pinged for their services can grab the role by reacting with an appropriate emoji. With this, people sending messages in the #trade channel looking for a specific service can tag the appropriate group. It is a somewhat OOC thing, but the channel does not seem to be entirely IC either way. This just again, increases reach for those who wish to be reached.
