Paralyzing Blow is treated as a magic paralyze

Greetings!
Paralyzing Blow seems to be treated as a magic attack, where Arcane Resistance reduces or outright nullifies theduration of the paralyze.
The perk states that the duration is 6 seconds in PVE, but sometimes it goes away instantly.

NOTE; This is not because of paralyze immunity as a result of a previous recent paralyze.

It happens with Eyerake as well. I assumed it was an anti-cheese mechanic.

The anti-cheese part lies in the mechanic that prevents you from paralyzing the same character two times in a row, there is a cooldown before they can be paralyzed or rooted again.

Infused Throw is meant to paralyze as well, but it doesn't even stop the NPC. Just adds a sparkle effect. Maybe it is under the same system?

I found the two secondary listed bugs, but I'm not sure about the first one as I believe it is related solely to damage being incurred during combat in another way.
