Issue while hiring Foundry Bulk Resource containers

[Nemo]

For some reason i am unable to rent the foundry resource containers on any of my chars, all i get is after clicking/dclicking the chest is "this chest is secured..." as if i was trying to open it. I tried it both with money for rent in my inventory aswell as in the bank.
