Insect Swarm - not worth it?

Invito Avium Parvos - in practice it seems like it's an instant damage nuke, but it leaves a lingering visual (insects swarming, go figure) that suggests it should have some sort of lingering effect. Also just noticed that it may be a 'temporary' damage effect?
On top of that, it does nothing against a target that has recently been targeted by the spell. I'm unclear whether this is working as intended, but if so, it does not seem like a useful spell at all (better off using the starter pagan nuke/DoT)
