Skill Gains While Wearing Skill Clothing

This is a minor wishlist item, but it would be very nice if skill gains weren't blocked when skill clothes (or other items) put you at the cap for a skill. For example I had dropped my skinning skill on Elsea and started using skill clothes to put me to the 120 cap, but I want to bring my skill back up to a natural 100. The problem being that in order to actually get the skill to gain, I have to drop my skill clothes altogether and be under 100 skinning, which costs me a valuable perk (Conservation Connoisseur) along with some harder-to-obtain resources.
