Pagan Summon cool down not resetting

If there is an error in the summons like not enough pet point available or that particular summons is not ig yet the cooldown does not reset. The sanctuary at the Mountain Spring did not reset it at 3 past the hour but Fort Praesidium did reset the cool down at 3 minutes past the hour.
