There should be a toggle to remove the filter from certain gas masks in the case that a person wants to wear one for cosmetic reasons without running down the filter.

Another option could be that the damaged filter doesn't do such big damage or maybe no damage at all. Or maybe the filter doesn't expire if it is not actually clearing anything.
