A report addressed to Lord Overseer Holmquist

The young man goes before the front desk, a busy day inside the Frontier Herald's office.
"Hello. I need this delivered, please", he says, holding up a rolled and waxed piece of paper. The clerk barely looks up, still quite busy with sorting a few ads from her desk.
"Sure, who's the article for?".
"Not an article, it's a report for the Lord Overseer". That seemed to grasp her attention, given how long she just stood there gazing at him.
"Oh, I see". She still didn't reach her hand out.
"Can you deliver it, or call someone who'd do it?".
"Okay, I'll take it".
"Thanks. It's of the utmost importance that he reads it". The man nodded and didn't linger long in the building.
The report was filed in. Luckily, it'd stir some due action against the weird merchandise being offered right on their doorstep. He wouldn't mind if Inquisitors went home by home to ensure everyone's safety, how many others would reasonably feel the same way?
