Skill Clothes at Skill Cap

It seems that if your skill clothes bring you to your skill cap of 100, it replaces your skill instead of increasing to your cap.
Example, if you have 59 geology, put on +60 geology clothing, it will only put you at 60 mining. Lower your mining down to 40, and the +60 clothes will take you to 100.
